Eternal Vigilance #85 - "A Shift in Power"


The Star-V carrying most of the Vigilant returns to the Earth from their adventure in space. The craft easily makes its way through the atmosphere; it’s advanced technological design easily withstanding reentry. Before too long, San Diego comes into view.

Contact with Sea Guard is reached and he explains what he knows. (See last post.)
Tesla slows the ship down enough for Menagerie in the form of the blond bombshell Black Diamond to depart with Frostbite. The Star-V then continues on to the PRIMUS base.


Roll Call: Backlash, Blackout, Eldrich, Frostbite, Menagerie, Lavender, and Sea Guard

While the Star-V is en route, Sea Guard, Blackout, and Lavender make their way down the ADT Building. The GENOCIDE forces are secured on the roof and the police are alerted to their location when your paths cross.

Communication with Backlash is re-established and you learn that he’s down in the basement. There’s a secret GENOCIDE Lab down there where they were creating cyborgs and building a giant Minuteman robot. Apparently an all female group called the Furies led by Chimera was here, but they all ready left.

A teenage boy is pulled from the giant robot. He’s unconscious from Electra’s touch. The electrical woman shorted out all the control systems inside the robot, making it unworkable. There are also two male cyborgs who are still alive.

Menagerie in the form of Black Diamond and Frostbite arrive not long after that, but everything seems under control at the ADT Building.


Roll Call: Flux, Tesla, Stargirl, & Powershift.

Elsewhere in San Diego, the Star-V arrives high overhead of the local PRIMUS base. Flux, Tesla, and Stargirl fly from the ship and down towards the base. Edgar assumes control of the Star-V and pilots it back to the Sea Base.

As you get closer you can see the reports are true. Powershift and Major Star are going at it, exchanging energy blasts and occasionally getting close enough for hand-to-hand combat.

As they approach the ADT building, Tesla slows the Star-V to a sub-sonic speed. "At the rate we're going, Frosty, you might want to let me give you a lift," Menagerie-Diamond says to Frostbite. If he agrees, she will scoop him up under the arms, fly out the hatch and down to the rooftop.

Once on the rooftop, they find no one around - at least not anyone conscious. Lily keys her communicator. "Sea Guard? Menagerie and Frostbite here. We just arrived, but no one in sight. What is your situation?"

Stargirl has nothing to add to the conversation, so she mainly remains quiet. She’ll listen to her music on the way back to pass the time.

Once close enough to our destination, Stargirl flies out of the Star-V with the others. Figuring that strength is going to be needed, Gloria bulks up to her maximum might.

“What’s the plan? Pull them apart?”

Lavender follows Blackout into the depths of the building. Down below they find some kind of lab where they were building cyborgs and giant robots. Lavender shivers momentarily, as it was a place like this where she was created.

“Boys and their toys,” She’ll comment to no one in particular.

She spots the teenager with the zits being pulled out of the giant robot.

“Say, that must be the kid that fiery woman was talking about,” Lavender says to Blackout. “All this fuss over him?”

“I heard about getting swept over your feet but I’ll pass!” Frosty will Ice slide out of Black Diamond’s grasp. “I’m happy with who I have.” He adds with an icy wink.

“Seems like we missed the action.” He says as he looks around the rooftop.

Backlash

Hearing the crackling on his comm. system, Backlash let’s himself be known, “Edgar, this is Lash, Genocide Base below ADT building, Huge robot and cyborgs about. And there is a boy here, unconscious.”

Backlash will forcefully remove the boy and bring him up to the roof.

"I wasn't certain that your ice slide would work properly from a rapidly-moving plane, but if it does, feel free," Lily-Diamond replies with a shrug.

I really have no idea how an ice-slide could work under those conditions. Of course, this being a supers game, GMs hand-wave this sort of thing all the time.

Flux

Tesla maneuvers the Star V over the ADT building long enough for the others to lift out then heads directly for the PRIMUS base.

As you get closer you can see the reports are true. Powershift and Major Star are going at it, exchanging energy blasts and occasionally getting close enough for hand-to-hand combat.


This does wonders for our image. Powershift is really going all out. That means we have to as well.

The rest of the team bails out and Edgar auto-pilots the craft back to the base. Stargirl asks if the plan is to 'pull them apart'.

"That's the pitch: separation and containment. I'm going to grab our wayward 'Shift and bring him to ground. Depending on his state of mind we can try to talk to him but I'm laying no bets on lucidity. We will work to render him unconscious and then take him back for medical exams. And hope PRIMUS doesn't want to press charges. . ."

As Flux approaches the scene of combat he recontacts SA Rackham.

*SA Rackham. We are about to engage with Powershift. Advise Major Star to break off imminently.*

Flux flies within reach of Powershift and expands to full size, grabbing for both arms.

"Powershift! STAND DOWN!"

On the Matter of Law and Justice

Eldrich Arcane

Eldrich views the departure of the women called 'Furies' with relief. None of them seemed quite rational or stable to his way of thinking. Glancing at Backlash he mentally extends that view to include him. The clinical dispatch of the man-machine at his hands makes Eldrich wary of conversation with him.

The Edgar-voice speaks after a prolonged absence, asking for information on recent actions as others appear from the roof. The youth removed from the giant construct is not awake and so cannot answer questions. Eldrich eyes the remaining man-machines that still live and the boy, wondering if 'justice' and 'law' have different meanings here and just what their fates will be . . .

ADT Building:


The situation at the ADT Building is winding down. The original source of the trouble was a teenage boy. Blackout and Lavender relate having encountered Phoenix, a fire-wielding woman of questionable morals who was searching for a super-genius by the name of Hi-Q. It seems that Hi-Q learned about the GENOCIDE laboratory underneath the ADT Building and went to check it out. In the process he found a prototype Minuteman Mark 7, the giant mutant hunting robots used by GENOCIDE. He wanted it and so worked to finish its construction.

But there were other factors at play. The Furies were present, also having learned of the apparently not-so-secret lab. During their search, they came across a new super by the name of Dr. Photon. She wore gauntlets that projected a variety of energy-based attacks. Dr. Photon appears to be very violent, even to the point of being uncomfortable to the other members of the Furies.

Mysteriously, a VIPER Transport crashed into the side of the building. The crew was found dead when Eldrich, Backlash, and Sea Guard reached them. However, the pilot was missing and a search followed, but he wasn’t located. Sea Guard checked out the onboard computer and learned the point of origin of the craft. He suspects it to be a VIPER base!

All the action at the ADT Building alerted GENOCIDE itself. A transport from their base over the boarder in Mexico came to investigate. The Black Queen and the Purifier lead the group, but they were defeated by Blackout and Lavender.

What was odd is that GENOCIDE Transport flew off without any of its passengers. Sea Guard suspects that it was the missing VIPER pilot who stole the GENOCIDE Transport. But to what end remains a mystery.

Police, fire, and PRIMUS authorities arrive on the scene and take the criminals into custody. Menagerie in the form of Black Diamond checks out the VIPER Transport. The dead VIPER Agents are still strapped into their seats. What is odd that none of them show any visible signs of damage from the crash. There’s no blood or open wounds. It’s almost like they were dead before the crash even occurred.

The authorities will ask Diamond-Lily to pull the transport from the building and set it down on the ground so that it can be taken away. That pretty much wraps up the situation at the ADT Building.

PRIMUS HQ:

The rest of the Vigilant are out at the PRIMUS Base in Coronado. It’s part of the massive US Naval Air Station on the island. The PRIMUS base functions as that organizations base of operations in this area. Given the large number of targets San Diego offers in the form of military instillations, corporations with huge government contracts, and the large seaport, having a PRIMUS presence here is a must. Captured Super Villains are detained here before being shipped to other facilities such as the Stronghold prison in the desert, or the Pacific Stronghold on the refurbished Alcatraz island.

But today’s actions do not involve Supervillains, instead it is a pair of heroes. Powershift is seemingly out of control and he’s attacking Major Star who was trying to defend his command.

Flux, Tesla, and Stargirl fly from the Star-v onto the scene. Edgar remotely pilots the Star-V back to the Sea Base.

Flux leads the way in. He grows to giant size and reaches out, grabbing Powershift by the arms. Flux can see Powershift’s jewel glowing reddish in his chest. This only normally happens when he’s in danger of drawing too much power from the stone.

“I must free the Master!” Powershift rages as he struggles to break free.
Flux wrote:"Powershift! STAND DOWN!"
The effect is as if someone had dowsed Powershift in cold water. The hellish red glow from the jewel diminishes and then is gone. Powershift seems genuinely confused.

“Flux? What’s going on? Where are we?”

The Jewel is damping down, visibly dimming and shedding it's reddish hue.

"We'll be heading to the infirmary now, 'Shift. Fly in under your own power. I'm on your six. Everyone else will back us up."

"Major Star, unless you wish to prefer charges we will be leaving immediately."

“I must free the Master!” Powershift rages as he struggles to break free.

Wondering if they're going to have to get down and dirty with Powershift in order to stop him, Tesla brings up her force field. Electricity crackles around her, but Flux's voice drowns out all other sound.

"Powershift! STAND DOWN!"

With that, it's like a switch was thrown and Powershift comes back from wherever he went to, visibly confused. As they head back, Tesla will form up on the two of them hoping that whatever is wrong with him they can address quickly before something else happens.

Blackout smiles to himself at the comment but doesn't add anything, instead watching the authorities as they finish up their work.
“Say, that must be the kid that fiery woman was talking about,” Lavender says to Blackout. “All this fuss over him?”
"It would seem so," Blackout replies. "I have the feeling we haven't seen the last of either of them. I just hope it doesn't turn ugly the next time." Blackout will wrap things up with Sea Guard and try to retrieve his gear if he can. He will offer his hand to Lavender before he prepares to swing out into the city's skyline. Before they depart, he will ask her, "So anything special you want to do this evening? I was thinking of something more relaxing given the day's events, like having dinner out. I know this quiet little Italian place."

“Right,” is all Stargirl adds.

The situation is quickly resolved with Flux yelling at Powershift. Wow, I guess Flux does have a commanding presence!

From there, it seems we’re going to be flying off somewhere, but Stargirl is sure just where. So she’ll follow along like a good little soldier.

Moving through the VIPER transport, things just don't seem to add up. If Lily's suspicions are right, then these VIPER agents were dead before the crash. But that doesn't make any sense. Why? How? And what killed them.

As Lily-Diamond considers the question, the PRIMUS officer in charge approaches and asks her to pull the transport from the building. "Certainly," Lily replies, showing the officer her Vigilant ID. "Just give me a moment."

Flying outside and underneath the plane, Menagerie grabs the fuselage and hefts.

Once the plane is on the ground, Lily approaches the PRIMUS officer. "If I may, sir, I'd like to make one last check of the plane that may help clear up what happened here." If the officer agrees, she will change into the form of Marie DeBray, and attempt to use her powers to get a better idea of what happened here.

If Black Diamond's strength isn't sufficient for moving the plane, Lily will switch to Goldstar's form and go to full neutron mode.

The various crises of the day are winding down. At the PRIMUS Base, Powerhift’s rampage has been brought to a halt thanks to a command from Flux. Powershift appears to be coming out of a fog and seems genuinely confused.

“He can’t just fly away from what’s he’s done,” the Major objects. “Assault, destruction of private property...”

“But Major,” the Silver Avenger calls out, “If he was under control of that mage we locked up a few days back, this Master he keep referring to, don’t you think that locking them up together would be an extraordinarily bad idea?”

The Major turns and is about to say something, but changes his mind. Turning back to Flux he says, “Keep me advised.”

The heroes then flies off towards the Starr Building and the clinic.

Elsewhere at the ADT Building, PRIMUS has taken HI-Q into custody. Blackout and Lavender depart by themselves for a quiet evening on the town. Backlash and Eldrich join Menagerie, Frostbite and Sea Guard outside the ADT Building. Menagerie, in the form of the blonde bombshell Black Diamond lifted the VIPER transport from the side of the building and sat it down on the ground.

While waiting for a flat bed to transport the VIPER craft to the PRIMUS Base, Menagerie takes a closer look. She concentrates and changes form once more. This time she appears as a slender woman with black hair and brown eyes wearing a sailor-looking top with a matching short skirt. Menagerie suddenly finds herself filled with nervous energy, as if she had just drunk thirty cups of coffee.

“Marie Debray,” Menagerie says aloud for no apparent reason.

“Who is that?” Sea Guard asks curiously and then does a double take upon receiving the answer before he asked the question.

“Yes, this all makes sense now,” Marie-Lily continues as she moves about the VIPER Transport. “These men were killed before the crash. They were injected with snake venom.”

Moving towards the controls, Marie-Lily looks at them for a moment. “This is all misdirection orchestrated by a third party.”

“I was thinking that myself,” Sea Guard adds. “I mean why crash into this building at this time? Whoever did this had to know that there was a Genocide Lab here. My guess is that…”

“This was an elaborate plan to draw GENOCIDE out into the open, so that this third fraction could steal their aircraft and learn the location of their base.” With that announcement, Lily reverts back to her regular Menagerie form. Being Marie Debray for too long is very stressful to her body due to the uniqueness of her powers. Losing all that nervous energy makes Lily feel drained for a bit.

“I agree,” Sea Guard continues. “Some third party who hates both VIPER and GENOCIDE is behind this. That can’t be a short list. They make it look like VIPER attacked the building, tricking GENOCIDE into coming here. In the process, we learn the location where this craft came from. This either leads us to a genuine VIPER lair or into a trap. I guess it depends on just who this third party is. We take out VIPER for them, while they take out GENOCIDE themselves. Very clever, but this leaves us no closer to figuring out just who is behind this.”

Later, everyone makes their way back to the clinic in the Starr building. Dr. Williams gives Powershift a clean bill of health.

“He seems fine to me,” Dr. Williams reports. “Whatever was bothering him is gone now.”

Powershift himself doesn’t seem to remember much of the last few days. Just bits and pieces of it. He doesn’t have any solid memories from before the battle against Morjok, further supporting the notion that the alien mage has been controlling Powershift. Perhaps Morjok did something while in possession of the Jewel of Krin?

“Perhaps I should take some time off?” Powershift wonders. “Get my head back together? Kathy has been bugging me about taking a vacation for weeks now. What do you think boss?”

Kathy in this case is Kathy Anderson, a young lady Powershift has been dating for the last few months. Since Powershift was a no show at the party Goldstar held, Kathy didn't show up either.


GM Notes:

It’s evening by now. Going to call it a day or continue onward?

What about the VIPER location Sea Guard learned about? Investigate it or pass it on to PRIMUS? And just who is this third fraction?

What new surprises lurk in the future?

Lily is somewhat surprised by her ability to handle the VIPER transport. She's still getting used to just how powerful some of her alternate forms are.

Changing into Marie Debray is a very strange experience indeed. Somehow her mind can instinctively handle the barrage of bizarre sensory input, yet the part of Marie-Lily that is still Lily is bewildered by the influx. Words pour from her lips as though controlled by another, yet she knows that these words are truth. Clearly, they confirm suspicions that Sea Guard already had; someone else is manipulating events for unknown reasons.

Things wind up. PRIMUS collects the VIPER transport and all the dead agents inside. The group reassembles back at the Starr building for assessments, reports and check-ups. Powershift gets a clean bill of health in spite of his memory loss of several days and recent actions.

“Perhaps I should take some time off?” Powershift wonders. “Get my head back together? Kathy has been bugging me about taking a vacation for weeks now. What do you think boss?”

Later, they join the others at the Starr building. Lily relates what she learned from the VIPER transport and gives Sea Guard a chance to add his thoughts as well.

There is discussion of what happened to 'Shift and an idea occurs to Lily. "I can take the form of Empress. Perhaps her mystic abilities could tell us something about Powershift's jewel? Would you like me to try, 'Shift?"


"We have another mage-in-residence here. I'd like to get a second opinion from Eldrich as well as yours, Menagerie. If Morjok is behind Powershift's behavior he will try it again. Decreasing proximity to PRIMUS' holding facility is a temporary measure. At some point Powershift might have to go near there again. I want some answers on this."

"Menagerie and Sea Guard have valid points. We have a location on a possible VIPER base hand delivered right to us. Who did it? Why? Third party options? I can think of one right off the bat. IMAGE has major issues with Genocide and no great love of VIPER. Any other notions?"

Eldrich Arcane

Eldrich remained with the others at the ADT building until PRIMUS came and collected all relevent materials. He spoke to no one, avoiding Backlash entirely, and returned to the base via the Step spell when everyone else left. The meeting that evening he attends but does not contribute any points of discusion. With Powershift and Backlash both present Eldrich does not care to draw any attention to himself. As speculation over Powershifts Jewel and the effect Morjok could have had on it are aired Eldrich will quietly open his Inner Eye to view the stone, not saying anything just yet on what he might be Seeing . . .

Edgar will chime in on what he knows about enemies of VIPER and GENOCIDE.

“GENOCIDE is a paramilitary organization dedicated to resolving what they call the ‘mutant problem’. They function using a chess motif, with the highest up in the organization being the black/white king/queen. They have no known allies among the super being community. It’s safe to say that they are on everyone else’s enemies list. Bases of operation appear to be well away from civilized areas and disguised to their true function. The local base appears to be over the boarder in Mexico, based on past intelligence.”

“VIPER is a world-wide criminal organization with a long list of confirmed enemies. Based on data recovered from past nest raids, VIPER lists their enemies as being UNTIL, various super beings, COIL, PSI, DEMON, PRIMUS, and SAT in that order.”

“Cross-referencing the VIPER list with GENOCIDE would include both PSI and COIL, assuming that you believe this third party to not be a law enforcement agency. PSI is hated by GENOCIDE since they have numerous mutants among them and there is past animosity between VIPER and PSI over the mutant duo of Panda and Raccoon.”

(Parapsychological Studies Institute is a criminal organization composes of many members with a variety of mind-based powers. They are known to kidnap prospective mentalists while young and try to both train and control them. Many have escaped from them in the past, notably Nightingale and Texas Ranger of the Avengers and the villainess’ Mind Slayer and Panda.)

“There is open hostility between VIPER and COIL on numerous levels. Several beings created by COIL have defected to VIPER, primarily the group known as the Serpent Syndicate. COIL operatives are the results of mutations and thus are an enemy of GENOCIDE.”

(COIL is the organization headed by King Cobra, the master snake man villain. His operatives are usually snake-like or at the very least reptilian in nature. Their main operatives are known as the Serpentine Circle, a reptilian version of the Knights of the Round Table, with King Cobra filling the King Arthur role.)


Jewel of Krin:

Menagerie shifts forms to that of the Empress. She appears as an attractive young woman with auburn hair and blue eyes of average height wearing a golden one-piece legless bodysuit with crimson knee-high boots and short gloves and a cape.

Empress-Lily tries to concentrate, but all she can vaguely sense that there is something magical inside Powershift’s chest. Likewise, Eldrich’s cloak and amulet stand out to her, but again no special information is revealed.

The Jewel detects just as it did before. It is magical, but has a demonic taint to it. Reputedly, the Jewel imprisons the essence of a demoness called Krin. If there was any outside influence on the gem, or Powershift himself, it is now gone.

Flux agrees to Menagerie's suggestion and requests that Eldrich attempt to read mystic impressions from Powershift's jewel. Lily shifts into the form of Empress and concentrates on 'Shift and his power gem. Unfortunately, there is little Empress' senses can discern. Thus, Menagerie returns to her own form in frustration.

"I'm sorry, Flux, but I didn't get much. What little I could sense didn't seem any different than what I have sensed before. Either the effect is subtle, which doesn't seem like Morjok's style, or it is no longer present."

As for the third party, Flux suggests possibly IMAGE, while Edgar puts forth COIL and PSI. "I don't know much about IMAGE, but this suggests a level of forethought and planning that I wouldn't expect from COIL. My inclination would be to suspect PSI as the most likely to implement a plan of this sort.

"On the other hand, I think there is another possibility we should consider. Edgar, what of the so-called master villains? Can you think of any of the Dr. Destroyer or Mechanon types that might have a particular grievance against both groups? I know Mechanon pretty much wants to exterminate all human life, but it doesn't seem like his style to use a hero group to do his dirty work."

“So that’s it for the day then?” Stargirl asks. “I can go home and relax for a bit?”

Turning to Frosty, she’ll add, “Say why don’t we get the crew together and hit the beach tomorrow? It is summer vacation and I see no reason not to enjoy it!”

Unless otherwise stopped, Stargirl will head up to the apartment.

“PSI is certainly possible,” Sea Guard states, “but one concern does come to mind, pardon the pun. PSI has mind readers among them. Why go through all this subterfuge to learn the location of the GENOCIDE base when they could just read minds to get it?”

“Edgar mentioned DEMON as an enemy of VIPER, but didn’t mention them as a common enemy. Since most everyone considers GENOCIDE an enemy, we’d have to consider DEMON too. And misdirection and subterfuge is DEMON’s motif.”

“Dr. Destroyer seems bent on world domination and based on past actions would seem to indicate that anyone else would the same agenda he would consider an enemy.” Edgar reports.

“However,” Sea Guard interjects, “Destroyer has one of the most powerful mentalists in the world working for him. Menton could find out secrets without the need of misdirection.”

“Mechanon would probably want GENOCIDE’s plans come to pass,” Edgar continues. “Their actions would cause the death of many organics.”

“There have been recent actions from several other so-called master villains in California these last few months. Terror Incorporated was active in Los Angeles less than two months ago, as was Terror Unlimited. There has been sightings of Eurostar just a few weeks ago as well.”

“We can speculate all we want,” Sea Guard states, “but we won’t find out for sure unless we can find this GENOCIDE base. Edgar, would it be possible track their craft back to it’s base via satellite?”

"As far as I know it is, Stargirl," Lily replies. "I'm planning to head home soon myself as there don't appear to be any pressing emergencies right now."

Lily listens as Edgar replies to her own comments. DEMON seems like a reasonable possibility, and one she's not very familiar with. She knows even less of Terror Incorporated or Unlimited, or Eurostar - other than what she's seen and heard in the media over the years.

"That's a good idea. If we can track down the GENOCIDE base, it might be worth while to send one or two people to stake it out and just see who shows up to attack it. No need to interfere, but it could tell us who this other third faction is."
